They may have any other temperament as their secondary but definitely not the same phlegmatic.
And finally, if you’re a Phlegmel, that’s if you’re primarily or predominantly a phlegmatic and your secondary or less influential temperament is clearly melancholy. Then the best person you ought to consider for marriage is someone whose basic or predominant temperament is: Choleric, sanguine or melancholy in that order. They could possess other secondary temperament but definitely not melancholy.
